Hyperion Planning Shared Members Security not Working

On 11.1.2.4, we have an EPMA planning application with security enabled on a custom dimension.  This dimension has two hierarchies.  The first includes all cost centers in a hierarchy.  The second, selected cost centers in a different hierarchy.  The second is intended for security only.  But we cannot get planning to use that security.  Only the security (if any) on the primary is being used in web forms.  If there is no security on the primary, then the user has no access.  Anyone seen this sort of issue?
