Can you re-position the login failed message on the e-business suite home page?

The log in failed message appears right at the bottom of the login form on Oracle 12.2.4 per this below.  We don't think users are seeing it, re-trying their password then locking themselves out after 3 attempts.  Is there any way to move it to the top of the form to make it more prominent?
