We are using Oracle BI Publisher 11.1.1.7.160719 (build:20150113.1211)
We use .BI Publisher's Delivery Manager email API to email reports to our users. We can have many emails being sent at the same time which means the email API will be running from multiple UNIX processes. Each email will have multiple recipients. Sporadically an email will be lost. Any number or all recipients in the address list can miss the email. After trouble shooting the problem for months with Microsoft support their conclusion was that we are send the emails too rapidly causing a message ID to be duplicated which ultimately causes the email not appear in the users
