Overriding Service Level in Fulfillment

We had some improper service rules set up for fulfillment.  Even though they have been expired (past the date the affected orders were entered), the rules still show up, so it seems to be set when the SO is keyed?

It seems like the check boxes at the end of the grid would help us override, but I can tell how to enable them.
