How to use Form based budget in R12.1.3 PJC. Receiving error message " Upgraded to Financial Plannin

Hi Experts

My client is is using Oracle Project Costing and not Oracle Project Management module.

While trying to define Approve Cost budget, in forms, system is throwing an error " Upgraded to Financial Planning Elements" and not allowing to define Oracle form based approved cost budget.

We need to define Oracle form based approved cost budget.

Please advice how to define approved cost budget and revenue budget in Oracle Project costing forms.
