iExpense Proxy - Oracle definition

Does anyone know why Oracle does not use the standard definition of proxy (person chosen or appointed to act or speak for another or others) in iExpense and instead gives that definition to the Delegate.  It defines the Proxy as the person that has given their authority to create expense reports for them to the Delegate.  It just doesn't make sense.
