Can someone explain how data will populate in zx_id_tcc_mapping_all table. Would like to understand

This question is raised w.r.t. SR. 3-15236278188. As mentioned in this SR, when we are loading iExpense templates through isetup, getting one error like

Exception : Tax Code TAX NOT APPLICABLE is not valid.

But same tax code I'm able to use it from UI of iExpense templates. Only for this 'TAX NOT APPLICABLE'  code I'm getting error.

Compared some Tax tables like(zx_webexp_classifications_v, zx_id_tcc_mapping_all) data for this and other tax codes and found difference of tax type.

But we are not sure how data will be populated in this table and why tax type is missing in this table. If we know the flow, we can make sure to populate this table and column.
