Mobile portability functionality in Siebel IP 2015

Hello All,

We have Siebel 15.9 environment(Telecom domain) with ecommunications_enu object manager.

Recently client has asked for Mobile portability functionality is possible in Siebel 15.9?

Please suggest whether is there any mobile portability functionality possible and if possible how to achieve it i.e is there any development require for this or is this achieve through Siebel administration?
