Error FLEX-VALUE DOES NOT EXIST when updating values using apps.hr_assignment_api.update_us_emp_asg

I am trying to update a flexfield value for all employees using  apps.hr_assignment_api.update_us_emp_asg API but while updating the value in correction mode i am getting

SQLCODE:SQLMSG:ORA-20001: FLEX-VALUE DOES NOT EXIST: N, VALUE, 9103, N, SEGMENT, Timecard Approver, N, VALUESET, HR_US_TIMECARD_APPROVER

while the assignment of timecard approver is  still active as of the effective date.

What can be the issue here ?
