Adding Relationships to Parts or Documents on Pending Revision

We're getting the below error when trying to add a Document to a Parts Relationship tab when both items are on the same Change Order (Their Pending revisions). Able to add other objects, just not other parts or documents. Is this a system designed limitation or is there a smart rule setting to allow for this?
