can a non-SYS user run oradebug command

Hello. I was asked by a colleague of mine to see whether oradebug command can be executed by a user that is NOT a SYS, e.g some other user with DBA privileges. I have looked at a few documents written by different people and they all show connect / as sysdba prior to running oradebug. But I have not been able to find a document that states that SYSDBA privileges is a requirement to run oradebug. So if someone can refer me to a document stating that SYSDBA is a must (or SYSDBA is not a must) I would appreciate
