Oracle Label Security & Database Vault install

Hello people!

I want to install LBAC&DB Vault. I enable this components with - make -f ins_rdbms.mk dv_on lbac_on ioracle

But, in DBCA Oracle Label Security check mark is not active

Database is open. READ/WRITE. DBCA trace log:
