E1:F4209 Trigger is not working

HI Everyone,

I am encountering problem F4209 trigger is not working. On all event such as "Before Record Update" , "After Records is Inserted".

I have several times built and deployed. Replaced by PS910 on DV910 ,still not working.

Add new record P4310 has a new record inserted into F4209 but is not fire email. Seem likely trigger is not recolonized
