No OV for movement to stock in receipt routing transaction

Greetings:

We have an OV  record in F43121 for the original movement to inspection, but the movement to stock didn't create an OV, didn't update the record in F43121, didn't write a record to F4111.  We adjusted inventory to reflect in stock, but the receipt record is not available to match.  We direct vouchered as we needed to pay our vendor, but the original receipt for the movement to inspection is still pulling up in "open receipts" but showing as "closed".  Should we attempt to SQL the original OV in F43121 with a match type 2, or leave it alone?  We
