can listener logging hurt oracle database performance or connections on windows platform

We run oracle 11.2.0.3, 11.2.0.4 and 12.1.0.2 on Windows 2008 r2 and Windows 2012 r2 servers.  we have many databases on these servers and have plenty of ram and disk space, but from time to time we hit no listener error and it sometimes happens across all running listeners on different ports.  this problem when it occurs is very hard to resolve without a server restart and we have anywhere from 50 to 100 databases on one server so this causes major problems. 

can anyone give advice on best way to configure Oracle listeners for a very large number of databases on windows and if anyone has seen this type problem before.
