US PAY: State Tax update for employees in PA - 12.1.3 RUP10

We are testing RUP 10, in 12.1.3.

testing the new State tax update function.

We are based in Md, have employee living in PA.

Receive the following message when trying to update for PA:

"Withholding Form not applicable for Pennsylvania"

What does that mean? Why can't PA be udpated???
