How to free up cpu and memory after manual database removal from ODA

I manually removed two databases on our test ODA using directions I found on My Oracle Support. I don't see where the cpu or memory that I set for the databases to use being released for other installations. How do I manually free up the cpu and memory that the oakcli create database command used when creating the databases?
