Complex Promotion External Interface

Just as there are the rpm_stage_price_change, rpm_stage_clearance, and rpm_stage_promo_comp_simple tables, is there any interface for complex promotions coming from an external system?

Or if we could populate complex promo tables, exists any way of calling externally the conflict checking dynamic?
