project budget generate automatic notifications

We have a few requirement as we are going live with PeopleSoft 9.2 : I want to know if the following can be accomplished via Grants/PC/Contracts modules

Ability to generate automatic notifications to appropriate individuals when changes have been made to the award/project budget.-   Can notifications be generated if we update project budgets from Grant> Awards>Project Budget page on revising budget. if not do please provide any other suggestions that you might have to accomplish this.

Ability to restrict categories of costs not subject to re-budgeting by project, i.e. not allow certain categories to be re-budgeted without approval. -
