EBS Payables 12.1.3 - Calculate tax button isn't working after changing the county for a location

We use tax rules based on ship-to location to calculate tax.  We have an HR location in a city that resides in 2 counties.  The counties used to have the same tax rate, but the tax rate went up in one of the counties.  The location had been created using the wrong county, and was recently changed to the correct one to accommodate a tax rate increase.  The tax calculates correctly if we click on Tax Details for the invoice line and enter the tax regime, jurisdiction, tax status information manually.  The Calculate Tax button on the invoice line will
