P42117 - Releasing Partial Quantity Splits Lines different in 9.2 versus 8.10?

Hello, We are in the process of upgrading from JDE 8.10 to 9.2.  We are testing the P42117 application.  In 8.10, you can release a partial quantity on a line and the line remains intact as one 1 line with a quantity available as well as back ordered.  However I can not do this in 9.2 as it continues to split the line for the available quantity versus the remaining back order quantity.  What am I missing?  I can not see any differences in my processing options between the 8.10 and 9.2, yet they act differently.
