Web says application "Does not have Processing Options" but it does

I have an application that has processing options.  I can access them and set them on a FAT client development work station, but when I try access/add versions on the web I get the message:

Am I missing a setting somewhere to allow JAS users to set processing options for a given application?  When creating the version on the web, the Processing Option Prompting field is disabled.
