Combine leave entitlements

We currently have 2 separate leave types with different entitlement and accrual DBAs. We need to combine the entitlement into one but still has to accrue separately. We are thinking of using one of the entitlement DBA and include roll over dbas from this entitlement and the other one. Is this the right way? How do we move the balance of the other entitlement from this new and combined entitlement dba?
