Unable to change payment term on AP Invoice having Withholding tax amount

Hello All

We are on R11i(11.5.10.2), we want to change payment term on AP invoice (e.g. 30 NET to Immediate). We are able to change on AP invoices which are validated, accounted and posted to GL and unpaid. But in the same statuses, we are unable to change on those AP Invoices which are having withholding taxes. Any idea about this how can we change payment term on those invoices which are having withheld amount for tax authority?
