OAM opening alot of connections to Oracle db listener ports and leaving them open.

We are running oracle 11.2.0.3 and 11.2.0.4 on Windows 2008 r2 DB server and we at times have our Oracle listener ports overwhelmed with oam 11g connections and they don't seem to close themselves.  we start getting no listener errors and eventually the only way to clean it up is to restart the windows db server.  the oam servers are windows 2012 r2 VM servers. 

we run netstat -o commands from db server and have 240 plus connections to a sql port from one oam server and that many from anther as well. 

has anyone ever seen problems like this before with OAM and if so have any suggestions on how we can tune, configure, prevent the connections from being left over and eventually crashing the network?
