Is it possible to do a partial refresh/clone of an Oracle instance?

We are working with a customer who would like to refresh their test instances, but find a way to reduce the amount of data copied into the new environments. Their production database is huge, and each new instance creates a space/storage issue. In addition, very little of the transactional data, which is what takes up most of the space, is used for testing purposes, so it's really not needed. Is there a way to clone or refresh an instance and exclude transactional data, but still migrate the setups and configurations to the new instance? Or is there a way to
