Does Credit Hold Check generates a Credit Application on Credit Management?

Hi

Have a business requirement to generate a credit application when user create an order for a bill to customer with credit hold check?

Is it possible? I tried but the only way to generate was to setup the customer with Overall Credit Limit with 0, but on this case user will not able to identify that Credit Application was generated because of Credit Hold.
