Weblogic Fails To Start With Error "Unable To Obtain Lock

I got the below error when trying to Start The WEB PIA sever

weblogic.management.ManagementException: Unable to obtain lock on C:\Users\<UserID>\psft\pt\8.55\webserv\peoplesoft\servers\PIA\tmp\PIA.lok.

Server may already be running at weblogic.management.internal.ServerLocks.getServerLock(ServerLocks.java:213)

I have killed all java instances & delete the PIA.lok file mentioned in the error & resstart Web<PIA> server several times but same error.

Nor sure what else to do, Please advise!
