IP 17 - SADMIN cannot access 'User Profile View'

in my local, with 'SADMIN' login, I am unable to access 'User Profile View'. Error below:

I have checked the responsibilities, view and Local Access flag set to true for SADMIN', still error, but

Other users,  for example: APARKER, it is working fine.
