Is it possible to have the same customer site purpose and location for a customer in 1 OU?

I see a patch available to resolve the issue when a user is creating a customer site and uses the same business purpose and location for the customer when the same business purpose and location exists in another OU.  Is it possible to have the same billing purpose and location for a customer site when the same billing purpose and location exists for that customer in the same OU?  We have some customers that have many site billing purposes and locations and users cannot see the location name of existing ones when creating customer sites.  They receive the "Customer Site
