Can't delete secondary location

I have a bit of a strange issue...

I have Location STO3.D08.002

When I go to the location there are 4 different parts tied to the location.

Item 1--Secondary location--no open amounts or quantity available

Item 2--Primary location--13 available

Item 3--Primary location--13 available

Item 4--Secondary location--no open amounts or quantity available

The business is trying to delete the secondary location from Item 1 but receives the error that they can't "Delete Not Possible--Open Order Exists", however, there are no open orders to be found on the sales, purchasing, or work order mgmt side.  I also check the Bill of Material tables and found nothing.  I ran repost on the item for the branch/plant and still have the same issue.
