Commuter benefit from the payroll side - tax withholding rule?

Our benefits team is setting up a new pre-tax benefit for our employees?  On the payroll side, is there a tax category under tax withholding rule that can be used? or do we just need to create a new one?

All our existing rules are retirement related...TIA
