Can an apps database be upgraded to max_string_size=EXTENDED ?

I would like to start using max_string_size=EXTENDED in a oracle apps database.  Not for oracle applications, but for apex applications built in the database that use oracle apps security.    This note

SYMPTOMS

As a user with System Administration responsibility, navigate to Concurrent > Request > Search and select any request,
the following error occurs:

FRM-41072: Cannot create Group job_notify
FRM-41076: Error populating Group

CHANGES

After upgrading from 11i to 12.2.5

CAUSE

E-Business Suite is not certified with max_string_size=EXTENDED however, the client has this set in their database parameters.
