Promotion Modifier, doesn't apply Terms Substitution when Promotional Goods line is also applied

Hello,

We have a Promotion Modifier, with multiple lines. There are 'Promotional goods' modifier lines, and a 'Terms Substitution' Payment Terms, modifier line. The Payment Terms modifier line should apply every time the Promotion is applied to an order, and the Promotional Goods modifier line should apply when the Get item is present on the order.

The Promotional Goods portion of our modifier is working, but the Payment Terms are not being updated when the Promotional goods lines are applied. When the Promotional Goods lines are not applied, the Promotion Payment Terms are updated. We need both to be applied to these orders.
