Removing and applying hold for concurrent requests run by another user

Hello,

We have a requirement where 2 users should be able to view the concurrent requests run by each other from a specific responsibility. Along with this, they should be able to apply and release holds on the concurrent requests.

I have created a grant for viewing each others' requests but the users are unable to apply and release holds, the buttons are greyed out. Can you please let me know if  this possible?
