Customer Master Fields and Fulfillment

I'm wondering if these fields on the customer master interact with fulfillment?

Partial Shipments Allowed

Partial Order Shipments Allowed

I know fulfillment has it's own service level rules, but I want to know if the customer master fields also affect fulfillment?
