Unable To Create Depreciation Accounting Entries For Closed Projects

Our issue is some of the GL data entry people will create journals using a project which is still open only because the asset is not fully depreciated. 

This topic was created as an Enhancement Request quite a while ago.  Unable To Create Depreciation Accounting Entries For Closed Projects (Doc ID 1439023.1)

Bug 13872152 - UNABLE TO CREATE DEPRECIATION ACCOUNTING ENTRIES FOR CLOSED PROJECTS.

Does anyone have suggestions on how to resolve this problem in 9.1 where you've been successful?  We are still on 9.1
