Remove preceding "011" via a Translation Rule removing 011 anywhere

Hello All,

I'm running into an issue with Translations rules.  My goal is to strip the preceding "011" off incoming international numbers.  This is working, however, it's also deleting the "011" string found anywhere in any pattern.  I only want it removed when it appears as the first three digits.

Is this something that can be accomplished via the "Delete Index"
