ORA-01666: control file is for a standby database

HI

We are trying to restore a stand by 9i DB on a new server through cold backup and starting.  Copied the files and started it but getting "ORA-01666: control file is for a standby database".

Tried switch to primary no luck.

Then tried creating new CTL, Here control file is looking for number archive logs , but alert.log says these were applied.

How can I start the DB? any suggestion.
