"Workflow Status can only be used in a criteria group along with other workflow attributes"

I am attempting to build a search that incorporates a workflow status (Workflow Status->Equal To->$STATUSTYPE.SUBMIT;). Knowing that searches cannot contain only a single workflow status criteria, I've attempted to add a second one (Workflow Status->Not Equal To->$STATUSTYPE.HOLD;) but I get the error message in the subject line. I have tried this search with and without the parentheses and with and without Match Case selected. What am I doing wrong?
