Updated Final_300a_Output XSL File

Hello Everyone!

Attached is the xsl file you will need for the Major IT Business Case (300a).  This update fixes the issues with the replacedContracts being required.  There is still an issue pending with OMB to re-add some summary of funding tags that were mistakenly removed.  If you're ready to test and haven't heard from me that the issue has been resolved, please let me know so I can help you temporarily remove the tags from your 300a.xml file so that you can continue testing the rest of the file.
