Change order -Order Activity rules

we need to enable the change order creation facility in 9.1 procurement & Subcontract mgmt. we need to allow users to create change order on Purchase orders not requisition at next status 380 & 400 only.

I need some one to review my existing and recommend the setups and please find below are my existing setups:
