Adhoc Wire Payment to external bank

Hi Team,

We have requirement from client to have ability to Transfer the ad hoc wire payment to external party bank (Not Supplier/ no AP invoice) from cash Management.  Current functionality allows bank to bank transfer within Internal bank.   Is there any existing functionality available for this in any of the oracle modules (Cash management / Treasury Modules)?Based on the answer, we would require to decide whether to implement cash management/ treasury modules or not.

If there is no standard functionality available to perform ad hoc wire payment to external party bank account, please provide inputs for the below questions:
