Unable to set up allow tax inclusive at tax rate level

Hi,

I have met a problem with tax. I want to set up the tax rate as standard inclusive at tax rate level, but I found the LOV beside ALLOW TAX INCLUSION does not show up. So I wonder what is the reason.

I have not set up this option as standard inclusive at tax level.

But I have defined a new tax rate under a new tax, which can be setup as standard inclusive..

Can anyone tell what is the reason?
