INS-32095 Oracle 12c client32 Windows 10

I 'm trying to do a 32bit 12c client installation on a freshly installed Windows 10.

The user under whom I'm installing, has administrative rights on the computer.

During installation (after the user has been chosen) I'm getting a window popping up with an INS-32095.

What am I doing wrong. I remember that this has worked under Windows 7, belive at least so.
