Queries related to “Lift&Shift” of an On-Premise PeopleSoft Environment to Oracle Compute Cloud (Ora

Request a discussion / experts point of view on the following queries I have:

  1. Have read the On-premise “Lift&Shift” and PeopleSoft Cloud Manager and Oracle Cloud pre-requisites as min PS Apps as 9.2 and PT8.55.12 at various places, does that mean if a customer is on a lower on-premise PS version (say HCM9.1 and PT8.54), they need to “first” perform Apps+Tools Upgrade (to HCM9.2 and PT8.55.12) at their premises in-order to be eligible to make use of PeopleSoft Cloud manager’s “Lift utility”? Can't we "Lift" a lower PS version to Cloud, and then perform Upgrade in Cloud?
  2.       It’s clear that “Lift” via PeopleSoft Cloud Manager needs to be executed on a Linux system (OEL/RHEL) with Python 2.7.9. What this essentially means is if your On-premise PeopleSoft Environments are hosted on Linux platform, you may go for "
