Canceling Invoice for a closed project

User was able to create a Canceling AR Invoice for a closed project. I would like to know if it's still valid to create a canceling Invoice after the project is closed. My understanding was that we cannot cancel an invoice for a closed project.

Project was closed in the month of May and the user created cancelling AR invoice for this closed project in the month of June. Is this standard functionality or a bug?
