JDE 9.2 Transportation-New Shipment creation after ship confirm

JDE 9.2

Transportation Management system/Sales Order management-

What is the logic for new shipment creation with regards to ship confirm? What i've noticed is if I partially ship a line, the remaining quantity for this line goes on a new shipment but the other lines stay on the original shipment even if these lines were not confirmed. Why doesn't the system assign a new shipment number to all of the remaining open lines, not just the partially confirmed line?  The truck has left and a the goods will be shipped on a different truck (A different shipment).
