win32_12201_client setup.exe crashes or dies silently

I downloaded win32_12201_client.zip to install it on a Windows 7/64 machine (32bit on purpose for certain reasons).

I unpacked the ZIP file into a separate directory.

When I start SETUP.EXE (double click in explorer view) I'm getting a box to confirm elevated privileges, a CMD box pops up writing some
text about color depths and other preliminaries and after that the CMD box disappears and the setup crashes saying the propgram was not properly installed.

I got the choice to resart the program with the recommended settings but then the CMD box appears again and it silently dies.
