cpu patches not detected

we are on grid control 12.1.0.5.0, the refresh metalink job is running successfully, however it is not detecting the database and java patches for our version 11 and 12 databases,

this has happened in the past, it has detected the patches for the agents but not the database, any ideas on why this happens?
